PwnageTool 5.1.1 is only available for Mac OS X whereas Redsn0w 0.9.12b1 is available for Mac as well as Windows. As all the features of PwnageTool are made available in Redsn0w hence there is no need of PwnageTool for Windows users.
The updated version of Redsn0w 0.9.12b1 and PwnageTool 5.1.1 offers to different method of jailbreaks for A4 device owners,
1. First is backup and restore method similar to Absinthe
2. Second method is traditional Limera1n and ramdisk method, this method is advisable if you have lot of media files on your device and do not what any sync issues related to iTunes or iCloud.
In order to use second method of ramdisk install you need put your iOS device in DFU or Recovery mode before starting Redsn0w.
Unfortunately this methods are not available for A5 devices such as iPhone 4S, iPad 2 and iPad 3.
If you rely on carrier unlock using Ultrasn0w then you must create custom IPSW using Redsn0w or PwnageTool to preserve baseband.
